HIGHLIGHTS
Private sector Funding & Financing Research and Implementation Program
In collaboration with the Department of State Development, Infrastructure, Local Government and Planning and Queensland Treasury, IAQ is leading a project to unlock private sector investment in our State. IAQ undertook research to inform the joint program team on the barriers and opportunities, including a major workshop with private investors. The full report can be found here.
The joint project team is exploring, new public & private partnerships models, enabling early involvement in problem solving to boost innovation and ways to build trust across the two sectors. A program of work is now being jointly developed in line with the implementation of the State Infrastructure Strategy with pilots being considered in different market segments like housing and health.
Collaboration Framework Department of Transport & Main Roads
IAQ has been working with TMR, CCF, CA, QMCA & CSQ to develop a new way of working that can build trust and improve outcomes on projects. IAQ was invited into this project by TMR to broaden and mature the approach with the inclusion of numerous and diverse IAQ members informing the creation of the Framework. It has since grown to address both people and process issues throughout the ecosystem we operate in and provides a strong foundation for operating more sustainably and respectfully – hopefully helping to make our industry fun to work in once again. Work continues into 2022 on roll out and continuous improvement with IAQ on the Steering Committee – cultural change takes times and tenacity.

2032 Games
IAQ has chosen to take a purpose driven approach, where we add-value to stakeholders on as needs basis, rather than adding more ‘noise’ into the space. We have provided the 2032 Games Taskforce with targeted recommendations on legacy, governance, digital take up and how to up skill the industry to allow for fair and competitive involvement and creation of the delivery models that will best suit the unique circumstances for the world’s first regional Games. This has been very well received and joint initiatives will commence next year.
The IAQ 2032 Games Working Group will be working with agencies and other industry associations to collectively respond to this incredible opportunity to set ambitious targets. Let’s use the 2032 Games as a springboard for repositioning our global brand, trading position and delivering connecting infrastructure ahead of demand, for a rapidly growing State. It is an opportunity to agree on a united a bold vision for 2052. Some of the relevant documents can be found below.
IAQ has a seat on the Premiers Queensland Industry Recovery Advisory body and the Infrastructure Industry Steering Committee and a range of other COVID specific consultation groups providing a direct line of communication for IAQ members and timely updates on the issues that matter most to our industry.

SEQ City Deal
IAQ has had a seat on various taskforces at the State and Federal level since the inception of this idea. Recently, IAQ provided advice to the State Government on the draft SEQ City Deal in collaboration with 11 other industry bodies and attended a workshop reviewing the draft Deal. IAQ is required to sign a confidently deed to partake in these discussions making reporting back difficult, but our position is to push for an ambitious Deal that includes the private sector and enables strategic planning across the three levels of government to join up transport and land use planning more effectively and deliver on the productivity enabling infrastructure that connects SEQ communities (digital, energy, water, transport, health and housing). The three levels of government are meeting regularly, and industry remains hopeful the Deal can move into the next stage before Christmas.
Queensland Government Building Policy – Best Practice Principles consultation continued into 2021 with numerous workshops and review of documents and feedback provided. Once the legislation was passed, IAQ’s focus switched from trying to stop its introduction to refining implementation. With a pragmatic focus on achieving the principles, which have merit, and reducing the impact where possible to benefit members. Feedback has been coordinated where appropriate with MBA, QMCA, CCF and CA.
IAQ engages strongly with local government, meeting regularly with the Council of SEQ Mayors, Brisbane City Council, Sunshine Coast Council and the Local Government Association of Queensland providing inputs on specific initiatives as called upon and sitting on different working groups.
Emerging Professionals in Infrastructure Queensland (EPIQ)
EPIQ hosted a broad range of events in 2021 with the core focus of providing a platform for emerging professionals to engage with industry peers and leaders to positively influence the future of Queensland’s infrastructure sector. A key highlight was the partnerships that EPIQ formed this year through joint events with Queensland Rail, TMR, Lat27, the Australian Water Association and Engineers Australia. EPIQ now consists of over 130 members, and look forward to continuing to grow in 2022 and beyond.

Infrastructure Assembly Creation & Delivery
IAQ proposed a partnership with the Queensland State Government to run a joint major event that brings government and industry together to collectively develop two key objectives:
- To collectively understand the role infrastructure can make to economic recovery and resilience and identify transformational opportunities to create jobs and make Queensland stronger and more sustainable within this constantly changing environment.
- Exploring increased opportunities for the private sector in problem solving and investing in public infrastructure.
Delayed twice due to Covid the event was held in September 2021 in partnership with the Department of State Development Infrastructure and Local Planning (the team now overseeing the 2032 Games Infrastructure sub portfolio).
The Assembly was a huge success with over 280 participants, an overall excellent rating from attendees and the outputs feeding into the development of Vision to be released in 2022.
The IAQ Board has approved this inaugural event becoming an annual IAQ flagship event for our industry.
