IAQ identified the need for a pilot project to measure performance, priorities and social license for Queensland using industry sentiment by analysing Queensland’s infrastructure framework. As part of the Queensland Infrastructure Performance (QIP) Pilot Project, the purpose of QIP Sentiment Survey was to collect industry views on Queensland’s infrastructure framework to measure performance, priorities and social license for Queensland Infrastructure. Industry Insights by IAQ – QIP Report 2024 is the outcome of the QIP Pilot Project and Sentiment Survey. The Queensland Infrastructure Performance (QIP) Report was successfully launched at the 2024 IAQ Infrastructure Assembly, marking a key moment for Queensland’s infrastructure development and IAQ.
This report, developed in collaboration with Jacobs, stems from a detailed survey designed to capture industry views on the state’s infrastructure framework. Organised around the themes of the State Infrastructure Strategy, it measures performance, sets priorities, and assesses social licence for infrastructure projects in Queensland. This report documents key elements of the QIP project work undertaken, including the data analysis and relevant industry insights gained from strategic advisors, industry reports, and from the Queensland government’s Big Build Survey.
The QIP pilot has successfully achieved IAQ’s aim to create a product that will allow IAQ to have a long-term voice, engage with the Government, and share the industry sentiment to build a stronger Queensland, leading into The Brisbane 2032 Games. The insights gathered will inform future strategies for addressing market dynamics, growth, and sustainability.
It is anticipated that this report with its full documentation of all processes undertaken, including the lessons learned, will lay the foundation for the pilot to be repeated in 2025 and to become an important and informative gauge of industry sentiment annually.

- Detail Awareness: 68% are not aware of the details of the framework.
- Application of Objectives: Most respondents believe the 4 SIS Infrastructure Objectives are being applied or achieved to at least a moderate extent.
- Benefits to Industry: 62% agree the Framework will benefit their industry in both the short and long term.
- Capacity Concerns: 55% do not believe the industry has the capacity to deliver the current pipeline.
- Key Opportunities: SEQ rail network and Brisbane 2032 are highlighted as critical opportunities for better outcomes.
- Renewable Energy Target: 57% disagree that the state is on track to meet the 50% renewable energy target by 2030.
- Social License: Approximately 60% strongly agree that social license is necessary to achieve the objectives of the State Infrastructure Strategy.
- Government Responsibility: 90% of respondents rate the State Government highest as the responsible body for creating social license.
- Confidence and Investment: 56% agree that the Framework will increase confidence and encourage investment in Queensland’s infrastructure, while less than 8% disagree with this statement.
- Knowledge of Framework Content: 32% are aware of the content and objectives of some or all of the framework.
